House overrides veto of National Defense Authorization Act

The House of Representatives voted 322-87 Monday to override the President's veto of the fiscal 2021 National Defense Authorization Act, a House-Senate conference report on defense spending.

The measure includes much for the benefit of the privately owned and operated U.S. merchant fleet and for American merchant mariners, including an increase in Maritime Security Program, creation of a Tanker Security Fleet program modeled after the MSP, reaffirmation of Congressional support of the Jones Act as critical to national security, tighter procedures for Jones Act waivers, confirmation of Jones Act jurisdiction over offshore wind turbine projects and a one-year study to determine how to better enforce U.S.-flag cargo preference laws.

The Senate may or may not take up the NDAA override issue before the New Year. By law, a Senate vote must occur before the 117th Congress is sworn in on January 3, 2021.
